A landmark moment occurred for Qatar Rail in May 2019 when the first stations of the Doha Metro opened for business. The culmination of this project, which is among the most complex and expensive of its type worldwide, was the cause for major celebrations throughout the company.
Qatar Rail’s head of legal services and general counsel Stephen A. Hibbert was no exception, with his tireless work on this project a key element in its success. He was selected as the ideal person to fill this role, with prior experience that covers some of the world’s largest rail projects, including passenger and freight networks in Australia; Singapore’s MRT; Hong Kong’s New Territories rail expansion; Bangkok’s SkyTrain and long distance, heavy haul projects in China.
In addition to his work with Qatar Rail, Hibbert has authored over 300 professional publications, has lectured extensively with the Universities of Sydney and New South Wales and has achieved notable success as an arbitrator internationally, conducting cases with the International Chamber of Commerce and London Court of Arbitration among others.
